I'd track number of games per (day|hour|...) and no play the opponent for the duration of the period when he/she goes over a number of games threshold. That is if you are not going to add learning. Learning may get the points back. Also, I believe that type of human activity is against icc regulations. Thus, you could turn him into the admins. Charles
