No, he means Windows 2003. It is not available in stores yet (that I know of).

There are some features that the program can take advantage of even if the
64-bit registers do not help. There are twice as many registers, more cache, and
things like branch prediction are probably improved. A program that doesn't use
a single 64-bit value can see a decent speed increase from these things. Of
course, some might not see any speedup at all.

Some people think that even 35 ELO for a 50% increase would be too much, since
it is based on the assumption that doubling the speed results in +70 ELO. Some
people think doubling the speed is only about +50 ELO.
