It is possible that my conclusions are wrong - it is just how it looked to me
based on the games I watched.

Also I fear that my wording might have added to the confusion.

Here is a constructed game of Engine X (no opening book) that will ponder like I
think Ruffian does:

8 +0.22 e4 e6 2. d4 d5 3 3. Sc3

It plays 1. e4 and starts to ponder

8 -0.22 e6 2. d4 d5 3. Sc3
8 -0.11 c5 2. Nf3 Nc6
9 -0.00 c5 2. Nf3 d6

After some time the opponent answers 1...c5, and Engine X replies with 2. Nf3
(the second move in the PV according to my strange terminology).

I also don't see how you could do this in UCI, but as Ruffian is obviously
installed as an UCI engine with CP here .. - who knows. I thought about checking
for real with logfiles now to make less of a fool of myself, but then I hope
someone who both knows Ruffian 2 and more than me, might explain instead and
save me the time :).
