It's the only thing that is going to be foolproof.

Giving out passwords free to everybody makes no sense, why even have a password?

Reading should be for everybody, but posting only for those with a password.
This how most message boards and forums work afaik, so nothing new or unusual
about this.

Whether the situation requires this "drastic" measure is another issue all
together.

Moderators have to read a lot on the board anyway, that is what they are there
for. The lower response time the better.
