Cheating is relative to the set of rules being violated.  A behavior may be
"cheating" relative to one set of rules but at the same time be "acceptable
behavior" relative to a different set of rules.

We all must decide which rules to follow.

Sadly, some people do not follow some of the rules which I personally consider
to be essential.  Murder, putting viruses on the internet, killing innocent
citizens in war, and such as that, are all "bad" and such actions "cheat" in the
sense that they violate a specific set of rules I have adopted for myself.
Annother may have a different set of rules.

If someone doesn't like the CCC charter as currently written, they can follow
the perscribed procedure to get the charter changed.  Ultimately, the sponsors
have the final say since they could "pull the plug" if they wished.
