WinBoard and xboard both support premove, so most major servers do allow
premove clients.  I don't know the policy at other servers, but at least
on FICS premove is legal.  There is quite a bit of debate there as to whether
it is ethical, and by default all moves on FICS take 0.1 second minimum
which reduces the usefulness of premove, but it is legal.
