IIRC, FIDE requires that both players make some kind of attempt at competition (I can't remember the exact wording). Usually, this is to prevent a quick 3-fold draw when the players don't feel like playing for whatever reason. Perhaps this was a moderately well-concealed attempt to give the win to Vogel? Just thinking out loud.... jm
