It was not because of fail low but because of the fact that shredder use the
root position for it's evaluation.
Here is analysis by shredder7.04 after trading queens and it never see +0.7 for
black.

I can add that the fact that shredder searches 23...Nd5 first suggest a very
poor order of moves(at least in the first ply).
