Both. ;-)
Although 20/1h is the same as 40/2h, usually 1st time control is after 40 moves,
so 40/2h+20/1h+20/1h+20/1h+....
This can be very long, if you play 100 moves then it will be 10h altogether.
That is why in Germany (and I think in some other European countries) another
time control is getting more popular: 40/2h+rest/1h, that limits the total
playing time to 6h.
