You'll need to play through Hiarcs 9 games to see where it is going wrong. Excellent positional play, but seems to be fairly one dimensional. Also the standard of play amongst these programs is really high, so might just be a rogue series of results. Not many people seem to test at longer time controls, so this could be another reason why results are inconsistent with what others have experienced. CM9000 Judge is performing well at all time controls that we're testing at (see my frequent Chessmaster 9000 tournament updates on this forum), so can't say I necessarily agree with your comments. When you see it play a dubious move, try the default settings to see if it replicates it.
