You can easily merge 2 pgn files together because they are text files.

Using the copy command:

copy file1.pgn + file2.pgn  file3.pgn

But the better way is to use Scid. Open an empty scid file. Then import in the 2
pgn files. Scid then gives you the ability to remove duplicates. However I have
that Scid only removes about 99.95% of the duplicates. To get the rest, use
pgn-extract.
