This is the basic idea of rational search, which is part of the field of limited
rationality (see also "bounded optimality"), that is to say, decision-making in
the face of limited computational resources, that is to say, nearly all
decision-making. :-) I think it's an important research area. Also it's based on
decision theory, and being theoretically well-founded is worth a lot of points
in my book. :-) If you're not familiar with it, here are a couple starting
points.

2. I learned a lot from the 1991 book _Do the Right Thing_ by Russell and
Wefald. The algorithms they examine are out of date now, but not the ideas.
