This ending is tough because it appears to be inherently tactical, so even with
good heuristics you'll need a minimum amount of look ahead to see whether a rook
separated from the king can be forked (check extensions!).  On a 16x16 board
this ending is no longer a win for the queen, further supporting the idea that
there is probably no general strategy.
