i know Saitek used a company ..i believe the namd was S@B(Schaetzle + Bsteh )
to overclock or "tune" some of their OSA modules
so for example they released a 18 Mhz Leonardo which was not so succesful
however i do not really know the answer to this question..
but it is not a question related to "commercially available chess computers"
because the man in your question was not able to bring a program "to market"
