The definition of an "international tournament" is a tournament that is open for
all nations. This is the case here. If participants from a certain country
choose not to participate, that doesn't make the tournament any less
international.

And for you information, so far we have one registered WCCC participant from
Africa. I hope you don't annex that continnent to Europe as well. And for the
Olympiad there are participants from Asia Pacific, hardly part of Europe.
