His best choice is probably an Athlon 64 3400+ Desktop at the moment.
Inexpensive and fast.

Acers Notebook @ 1.8 Ghz is (of course) considerably slower.
Notebooks are also slightly underclocked.
You can't change a thing in their BIOS.
The Toshiba HD in the Aspire is probably 4200 rpm.
