You are about as full of bullshit as anyone I have _ever_ known.

We have about $2,000.00 per year per faculty member for travel.  If you have
federal funding you can ask the sponsoring agency for travel funds as part of
the grant, but that is limited to about $5,000 per person and it can _not_ be
used to attend what the fed would call an unnecessary computer chess tournament.

Grow up and stop making things up...
