I do not believe it.
You overestimate tscp.

even my very old version of movei(movei00_7a) can beat tscp with 5:1 time
advantage except very fast games and I believe that the new version is clearly
better.

Tscp is going to lose even against palm tiger(maybe except very fast blitz) and
the palm is clearly slower than 486 so the relative advantage in speed is the
same as your conditions.
