I don't remember the name of one. At download.com, choose "multimedia and design"..."image editing" and search the descriptions until you find one that does this. I know one is there because I did this once, several months ago. (While your're there, check out "Development Tools" and "Development Tools"..."Specialized Tools". There are very powerful free tools for GUI design.)
