On FICS and ICC both, you can type 'set autoflag 1', and the server will
automatically end the game when your opponent's clock runs out. I suspect if
this is turned off, you would have to issue the 'flag' command to claim the
victory (I know this is true on ICC, not sure about FICS). Hope this helps.
