The reason Junior doesn't bother to consider underpromotions is that this
simplifies several things that are central to the engine. So the reason they are
not handled is not so much because they are rare, as because this would mean
modifying things in a way that may affect overall strength.

It will be handled sooner or later, but not in a form of a "small patch",
because it will not be a small change.
