Note that Bruce said: "I am not allowing him not to be nominated", this is different from "I am not allowing him to be nominated". Bruce's sentence doesn't make a whole lot of sense, but it seems he actually meant to say: "I am not 'not allowing him to be nominated'". A case of misplacing the not, I hope there aren't too many of these in Ferret Bruce :) As Bruce said, its not his decision.
