Don't worry about it.  You can control this if you want, but there is no reason
to do so.  A good O/S will handle this correctly without help.

As a general rule you can't mix speeds.  It is not even safe to mix different
steppings of the same processor product line.

The CPU doesn't control that.  The MB provides the clock.
