I would suggest that if this happens again, we simply reject any applications
from such a site.  IE if an ISP lets a user fake up multiple email addresses,
then we simply don't allow members from that ISP.  May miss a few good members
registering that way, but we eliminate a bunch of bad ones...  and can perhaps
get the ones that can't register to pressure the ISP to "close the hole"...
