It's not a reliable operation, and your guess is as good as mine as to the
cause. I requested and received a refund for my CD. His PayPal account was
suspended for awhile because of my official complaint to PayPal, but was
restored after he sent me the refund by Western Union. I'll just note that
PayPal only honors complaints if made within 30 days of the payment date, and I
waited exactly 30 days before lodging mine. One more day and I wouldn't have had
any recourse!?
