One of the principles you should implement in your KRPKR evaluation is that
the defender wants to keep the attacking king as far behind the pawn as
possible.  In your position, the white rook prevents the black king from
moving forwards in order to assist the pawn.  By playing Rg3, white
allows the king to move closer to the pawn, which cannot possibly be
good.
