First of all, the SKR settings are specifically designed for longer time
controls. They are likely to perform worse than the default settings at blitz
controls. Note this thread:

and see that the default setting is winning this blitz tournament that contains
many different custom CM settings (and a few other engines).

But the SKR settings are very well-respected for longer time controls and
analysis.

As for the SSDF, they tested with the default settings, with the exception of an
increased hash table size. It has been estimated that the SKR settings are in
the neighborhood of 50-100 points stronger than the default. If you take the
median of that, then CM_SKR would indeed be third in the current SSDF list.
