Well, there has been a FRC position generator for nearly one year, and
you can download the "FRC FullChess FEN Editor and Position-Generator" from:

(German/English)

Additionally from that time I have suggested a derivation from numbers to
well defined positions (implemented in FEN Editor) documented in (German):
