There _is_ no "pairing luck" with 6 rounds and 13 players.  There is really no
"pairing luck" with rounds = log2(#players).  If you go below that limit, then
pairings become a factor.

But with 6 rounds and 13 players, the winner is going to play the top finishers
no matter what.
