With SEE normally you're only evaluation (re)captures on the same square.
I agree white has a terrific position here, but that's not the point.
With Rdxb8 SEE returns -1 pawn
With Rbxb8 SEE returns rook-pawn.
It's the difference between a 'good' pawn promotion and a losing pawn promotion
...
