Given that 2200 is not a particularly high standard, there are an awful lot of
amateur programs that are strong enough. One of them is bound to lend their
program to a palestinian in order to milk you out of 1000 Euro.

It will be very hard to guard against this, but good luck to you.

Given the time and expense it takes to compete in an ICGA world champioship,
1000 euro is not much of an incentive.
