For Arabs living in Europe it is much more normal to be in contact with "local" programmers, in my opinion. (Shortly after the first announcement in April I got an Email from inside Germany asking if Palestinians in Germany count - the sender is programmer and has Palestine friends, who ask for asylum in Germany.) I don't want to encourage brain drain for Palestine. And a price winner from within Israel - say with computer chess education from Bar Ilan University - might be a good signal for other Palestinians. Ingo Althofer.
