I don't think it would be harder for an Arab living in Israel to write a chess
program than an Arab living in Germany. For example, the Haifa University has a
large Arab population (I don't know the exact figure, but walking in the campus
it seems that about half the students are Arabs).

It would be very easy for an Israeli Arab to win the prize. He can come to me in
Bar-Ilan University's computer science department; I will explain to him what to
do and how to do, and in a few months he will achieve the goal. You want to
encourage the "other side" to write a chess program. In other words, you want to
see a program participating under the PA flag, not under Israeli flag. An
Israeli Arab will participate under Israeli flag, and his program will be
considered an Israeli program.
