I'm more familiar with ICC than with FICS. There, when a game is resumed, it
sends the interface the clock information, which Winboard automatically parses.
Then it sends a command like 'time 34423' to the interface, saying how many
milliseconds it has left. In fact, it sends that command to the engine after
every move. Do you not see anything like that in your log when connected to
FICS?
