This is not an issue with FICS, but you'll have to tell winboard to send the
time.

Assuming WB-II as you're receiving the 'setboard' command:
Do you send 'feature time=0' when starting up? Remove that or replace with
'feature time=1' and you'll get the time/otime commands.

Additionally you should look at one of the fics settings for resuming games. You
really want to get the move sequence instead of just the position.
