Yes, due to a different way of scoring features in position "classes" (e.g.
midgame/endgame in chess).

Because the program might think that it can stay in "class A" where the score is
good, whereas it might only be delaying an unavoidable transition to "class B"
(actually bad).  It is a sort of horizon effect between classes.

Berliner's proposal to reduce this problem was to use more classes, with smooth
transitions between them (the interpolation coefficients that are discussed in
this thread).

My attempt at an explanation is no substitute for serious discussions about the
blemish effect.  I can only encourage you to look for more accurate
descriptions.
