Who re-instates? Personally I wouldn't re-instate anyone. 3 significant warnings should be enough to make such guys clear what consequences their behaviour will have and that there is no chance of coming back. If they don't learn they do not earn a 2nd chance. My opinion of course. Another handling I'd accept would be re-instating after 1 year (without proving insanity in other newsgroups like rgcc) for 1 month to convince.
