Pgn Extract will split pgn files. It can be found here...

http://www.cs.kent.ac.uk/people/staff/djb/pgn-extract/

From the readme file of Pgn Extract ....

       extract -#250 file.pgn

will check and split file.pgn into separate files of, at most, 250 games each.
