interesting post

Larry Kaufman was the Premiere expert on Dedicated Chess computers in the United
States during the 1980's and indeed wrote many articles for the CCR(Computer
Chess Reports)a newsletter/magazine published by the sponser of this board

really though..this is nothing new under the sun
the concept of trying to rate a computer from a certain position is well
accepted and there are several universally recognized test suites for this
purpose
the BT 2630 AND 2450 are two of the more well known suites of tests
http://www.schachcomputer.at/bt2630.htm

while some of the positions are from opening play others are from middle and
endgame play

of course Kaufman is concentrating soley on opening play in the above posting
but the same expirement could me made for purely endgame play or just middlegame
play

the above mentioned suites try to incorporate all three stages of play to give a
well balanced rating

many of the dedicated units have been tested and the rating's are available in
the same link above
Best
Steve
