I am not aware of any really strong chess program at this time which comes
with the ability to automaticaly build a book based on its search rather
than on a set of games played by strong players.  Based on the results of
such programs in boardgames other than chess, it is likely possible to
produce a better than human opening book, but it will take a heck of a lot
of cpu time.  Also, the difficulty of doing this will be higher in chess,
since humans have studied the open in chess more than in any other game
that I am aware of.
I think that it would be an interesting project to combine the search/eval
abilities of crafty with a good opening book building method and see what
it came up with.  The Chess Analysis Project(Dann Corbit) is a good start
in this direction.
