Something is simply wrong in your testing.  IE download the source for 19.12,
19.13, and 19.14 and diff time.c for each.  Absolutely _no_ changes have been
made.  This just happens randomly depending on which version predicts (ponders)
better against the other version...  Nothing to do with time management
directly...
