Hi,

it may be normal for the first plys on the starting  position. Depends on your
eval-function. If it has only material the branching factor could be again less
than yours, because on the starting position there are very little capture
moves.

Try a more complex situation. If the branching factor stays below 2 then it is
not normal for my chess engine.

I like the following position that is often used for perft tests:

r3k2r/p1ppqpb1/bn2pnp1/3PN3/1p2P3/2N2Q1p/PPPBBPPP/R3K2R w KQkq
