No. There is no absolute formula. Ken Sloan (here at UAB) once had a conversion program that used real FIDE and USCF ratings to compute an estimate. At the upper end, FIDE and USCF are maybe 50 points apart. To see Hitech play DT or CB? We beat hitech in the final round of the 1986 WCCC to win the event. DT had no problems with them, with one early exception.
