No.  The point is that the top programs have _already_ played.  Now all that can
be done is to pair them down.

Swiss needs log2(players).  or log2(players)+1 to get the top few places right.
Next best is round robin.  As it is, everyone will play 11 other programs,
missing two.  A bit of luck can change the final order a bit.

Probably won't matter with this many rounds.  By the time it is all over,
everyone will have almost equal Bucholz scores...
