This would be good so authors can pre-test their engines against other engines and make sure everything that will be run automatic runs fine. One other point would be that instead of giving prize money away perhaps you could give a top of the line AMD computer, or two less expensive identical computers. This might discourage cheaters a bit seeing as how they won't get any $$$ and it would also promote development of the engine further. As for funding, you could start a paypal account and whoever wants to donate (I'd done up to $100 myself) can do so. With that money you purchase the computer(s). Then with whatever money you make from the tournament you can carry it over for next years's prize and so on. Also instead of this being just a North American thing, make this an open tournament to anyone who wishes to come. Ideally too would maybe have this be a weekend event or maybe even a 3 day event. Also check the major countries calenders and schedule so not many people will have to miss because of holidays. Just my 2 cents.
