This is already reality in Canadian figure skating.  Myriane Samson won the
Canadian Junior Women's Championship this year, but she was stunned when Skate
Canada told her that she would not be sent to the World Junior Championship - -
Skate Canada felt that someone else would be a better representative.  In fact,
there are many examples of Skate Canada and the United States Figure Skating
Association choosing their representatives regardless of who actually won the
competitions.

Needless to say, it calls into question the validity of the competition.
