The level of a player cannot be summerized by 1 number.

Suppose that a player gets the following results:
1)75% against 2300 players
2)70% against 2400 players
3)65% against 2500 players
4)60% against 2600 players
5)55% against 2700 players
6)50% against 2800 players.

What is the level of that player?

If you test only against 2300 players you may get the conclusion that the player
is only 2500 and not 2800 player.

If you test only against 2800 players you may get the conclusion that the player
deserves 2800.
