I think it is going to be VERY unlikely that engines will find this move.

First of all, 28...Rd3 is going to be preferred by engines because it will
easily win either the b2 or b3 pawn (AND very likely quickly trade off other
material as well). I think most engines will score Rd3 at about -1.5 for Black
(CM9_SKR scores it at -1.59).

Additionally, I think that engines will need to see up to at least depth 25 to
see that Qxf3 is better (or even just as good as) Rd3. With both queens and one
pair of rooks still on the board in the initial position, this could take a VERY
long time.

So, while Qxf3 certainly seems like it wins, chess engines are just not going to
find it in a game FOR THE RIGHT REASONS. I imagine that some engines might find
it because they evaluate the position as a draw and they have code in them to
trade off material in drawish positions.
