It is called Windows XP 64-bit, and beta is freely available for the download at http://www.microsoft.com/windowsxp/64bit/evaluation/upgrade.mspx. Compiler is freely available for all MSDN subscribers as part of Visual Studio 2005 at http://lab.msdn.microsoft.com/vs2005. Package actually contains compilers for 4 different platforms -- x86, IPF, x86-64, and StrongArm, plus lot of managed tools. Previous compiler version ("Technology Preview") contains more or less the same compiler, and was available long prior to WCCC. To achieve best results you should use PGO when compiling.
