They used to require some huge sum of money, and I assume they still do. Something like $50,000 or $100,000 is what I've heard. At the very least, I think you should get something going online. Maybe an online U.S. or North American Internet Championship. Maybe every other year (or every third year, or whatever) could be an in person event. My concern is that since there hasn't been anyting in-person in quite a few years that if you shoot straight for that it might not be very successful. Steven Edwards was heading up an initiative to form a North American computer chess association, with online and in-person events, but I haven't heard any news in a while. Maybe you should contact him and see if you guys can get something going.
